Consulting Engagements

  • Developed the financial model to determine a nine-year schedule of rate increases for the Springfield Metro Sanitary District to support the construction and financing of $175 million of new treatment facilities.  (March, 2008)
  • Demonstrated the financial benefit of developing a $24 million, 138 kV transmission project for the City of Batavia, Illinois, municipal electric utility.  As part of the engagement, assisted the City in negotiating stranded cost claims asserted by Commonwealth Edison against the project.  (April 2006)
  • Advised the University of Alaska on strategies to better integrate the operations of their co-generation plant to the rate structure of the area’s electric cooperative.  (November 2005)
  • As part of a state-of-the-art assessment of the electric utility industry for the Rural Utilities Service of the federal government, authored the section on the governing, financing and credit issues associated with joint action agencies in the public power sector.  (July 2004)
  • Advocate for Batavia and St. Charles, Illinois in FERC stakeholder process for proposed SECA charge (“seams elimination adjustment charge).  As part of the stakeholder process, demonstrated that the initial proposed charge was not revenue neutral and that its methodology produced significantly higher charges than the MISO transmission costs that the Cities were currently paying.  Coordinated analysis with Cities’ FERC attorney in connection with their filings.  (February, 2004)  
  • Developed innovative investment program for City Water, Light and Power of Springfield, Illinois, that allowed the City to realize a $300,000 capital gain on bond funded reserve account investments without incurring a liability to IRS for arbitrage rebate.  (January, 2000; March, 2001)
  • Secured $2.1 million in power cost savings for Batavia and St. Charles, Illinois through negotiation of new, partial requirements power supply contracts.  (May, 2002; December, 1999)
